C0 and C1 Surface Interpolation to Scattered Data

Given a set of triples (xi , yi , zi ), i = 1, NP, these routines implicitly construct a function f(x,y) which interpolstes this data.    This function and its partial derivatives can be evaluated at arbitrary points.
